Update to Proposed Spar AD

Looks like the proposed AD is getting changed. Good news for some, not so much for others. FAA has made some changes, but missing logbooks is still a factor and they rejected the argument by both Piper and the NTSB that the bolt removal was potentially dangerous. As best as I can tell, hershey bar standard Cherokees are now out. Retracts are still in and taperwing (Warrior Archer) are in. Also some of the 6 cylinder versions are still in.
