Turbo Saratoga Takeoff Throttle setting

I own a 1981 Turbo Saratoga. The owner's manual states that you should use full throttle on takeoff. I live at sea level and of course the full throttle setting places me in an "over boost" condition. Does Piper intend for this condition to be momentarily "OK" on takeoff or should one throttle back on takeoff to maintain manifold pressure below 36?
