Strange Arrow ASI

I recently started flying with a new flight club that has a PA-28R-180 that has perhaps the strangest ASI install I have seen yet. While a lot of the PA-28's I have flown to date have had various ASI's they are usually some variant of the same one that just flop MPH/KTS in position (inner/outer ring) or are single unit of one or the other. Anyway this Arrow had a 300MPH ASI installed that looks like it was pulled from some other aircraft. The Yellow, Green and White arcs were properly painted for the Arrow speeds but the majority of needle movement occurred in the first 1/4 of the face. It took a bit of adjusting to get used to but proved to not be a huge issue. My question is: is this legal? has anyone seen this before? is this common and I have just not come across it yet?
