PMA replacement Oil Cooler PA28-235

Has anyone done a replacement of their oil cooler on a PA28-235 from the Piper 18622-00 to a Stewart Warner 8604R? its a drop in replacement and its PMA'd, but theres no STC for a 235. There is for the Mooney, but my FSDO said I need to do the 337 and get a field approval. its a new process to me, I have the drawings of the replacement part, but none of the original. Any help would be greatly appreciated. In case you're wondering, I have traced my hot oil issue to the oil cooler / airflow. I'm told by a very knowledgeable source that these coolers fix the problems on older 235s.
