Piper Cherokee corrugated flight control skins

Has anyone converted their old Cherokee flight controls from outer corrugated skins to new style inner corrugated skins? My 64 PA28-140 has some hail damage the flight controls, and looking at the market prices. I can purchase a used new style flight control cheaper than one old style skin, but I have seen any documents saying you can convert the flight controls to a new style.
