Pilots Operating Manual Organization Question

So I took my PA28-151(180) in for the avionics work and dropped off the airframe logbooks. Then it dawned on me that the avionics shop would need the POM to do the weight and balance recalculation. Its the original POM from 1974 and pretty beat up so I decided to clean it up. Many of the pages need the holes reinforced or otherwise repaired. There is a table of contents, not page numbered but at least in order. So i plan to put in page tabs to aid in finding the sections.

Also, it seems that as work has been done over the years 337s, W&B revisions and STCs were jumbled in without an effort at consistency or organization. First thing I did was pull everything out and start sorting things out chronologically. That worked ok but raised some questions.

It seems logical that the 337s would be associated with the W&B recalculations so I am inclined to put them in the Weight and Balance section, each one associated with the resulting W&B recalculation. Is this correct or should they have their own tab, all together? Sometimes the 337 has information on required procedures or documentation, so I think they should be in the POM somewhere.

WRT the STC paperwork, which also includes revisions to the POM operating procedures, should each be associated with the respective 337, or, should they be in their own Supplement to POM tab?

I know the POM is supposed to be in the airplane, but my practice has been to make a second copy in a durable zip up binder that stays in the plane. I think the risk of losing the original copy POM is too great to leave it in the plane.

Perhaps this is spelled out somewhere, but I am hoping the wisdom available on this chat will point me in a good direction right off the bat.
