Panel LIghting

Trying to find a fix and do a check for the panel lighting on my 75 Arrow. First how do you get to or access the instrument lighting pot to check for power to make sure the pot has power from the fuse and that the switch and wire are working as cant seem to get any power to the panel lights themselves. Have checked bulbs and seem to work .
Would like to remove the pot from behind the panel and check it for resistance. The other part of the problems deals with a live wire off the nav lights from that side of the pot when the nav light switch is turn on and is dead when switch is turned off and seems to have no place to go. wondering if was a radio light when old 170s were replaced with tkms. Any help or comments would be great
