PA32 usable fuel

I have a 1973 PA32-300. I recently completed the service bulletin concerning corrosion behind the main fuel tanks. The main tanks are placard for 25 gallons but I can only put 23.5 in each tank. Either my FBO pump is off or my tanks have shrunk. Any one else have this experience.
