PA32 aft cabin door lower latch assembly

My aft cabin door lower latch on my pa32 ('79) won't open from the outside. Middle latch works just fine. Inside handle opens it perfectly but outside handle only raises the knob/bar halfway and is getting caught on the frame latch preventing it from opening from the outside. Is the assembly cable (96863-006) stretched out too long? Does it need replacing or does the inner clamp need tightening? Inside door handle works perfectly so I suspect the problem isn't the latch assembly at the door but rather somewhere between the the middle door latch and the lower frame (ie 96863-006). I can only find a few on ebay they look pretty worn out. Any suggestions?
