PA31-310 fuel gauge problem

My right outboard fuel is reading above full no matter what the fuel amount in that tank. When I switch the fuel selector to right inboard the gauge reads the correct amount for that tank so the problem is not in the gauge. I disconnected the out board sensor (float) and did a resistance check on the 2 wires. The ground wire reads 1ohm and the center one reads infinite resistance. When I connect the ohmeter to the two connectors on the sensor (with the wires disconnected) I read .5 ohms with the float all the way down and 36 ohms with the float all the way up. The aircraft mintenance manual wiring diagram is sketchy at best. Any ideas would be greatly appreciated.
