PA-28-236 Drivers, Shimmy Damper Question

Currently doing an annual on a 236 and the shimmy damper was leaking (Clevland PS 50152-7). We disassembled it and replaced all the packing but could not figure out how to replace the piston tube packing. We did remove the small c-clamp and spring but that was as far as we got. I have seen a reference to a 4x40 screw and can see some threads in the bottom but very nervous about inserting anything that may get stuck and make it unrepairable. We put it back together without replacing the small piston tube packing and, as luck would have it, that is the culprit of our demise and is leaking.

So, who has conquered this feat and how did you do it?
