Oil cooler block off plate question.

I got my oil changed today and I was going over things and I noticed that there is an aluminum plate covering the hole at the right rear of the engine baffle box. On the back side is the ductwork that goes down to the oil cooler.

I assume that this plate should not be installed during the summer? Oil temps have not been sky high but on longer flights the gauge has been on the high side.
