The FAA databases have been moved or phased out in favor of the new Dynamic Regulatory System. I do not find the new system to be all that user friendly! I can appreciate their efforts to modernize the old FAA search engines but this new system is going to take some getting used to. The website says implementation should be complete by 2022...
