Gear won't retract

I need some help trying to trouble shoot why my Arrow IV gear will not retract. Two weeks ago, I was flying a practice approach and after going missed my gear would not retract. When I put the switch to the up position, the gear unsafe light comes on but nothing happens with my gears, all three greens don't even flicker off like its even trying to raise up. The hard part is after landing my buddy and I put the plane on jacks and it swings perfectly with no issues. So today, I took her up again and same thing on climb out, gear unsafe but nothing moving.

I am lost to what is the cause as my auto extend is deleted off the plane and it works fine on jacks.
