Fuel Gauges

Turn on Master Switch, both fuel gauges read full with one tank empty and the other 1/4 full; Master Off and they read empty as one would expect. Pulled the transmitters and had them checked out. Ok. Ground to Transmitter is good and solid; no gauge deflection when one transmitter is disconnected and Master turned on; connected gauge reads full.
I'm certain this is not all that rare in a fleet as large as ours. Any suggestions? Any solutions?
I have assumed these gauges are Current devices as in bi-metalic movements, not voltage devices. Any thoughts?
