Fuel Gauge Accuracy

In my pa28-236 the fuel gauge always show more fuel then there is actually in the tank. I understand that those needles and gauges have to be accurate only when the tanks are empty which they seem to be. But the question is during use e.g. The gauge will show 2/3 when tank is 1/2. And 3/8 when its a quarter. Left one is quarter tank off while right one is off by 1/8.

So I start to wonder if there is any other calibration besides checking resistance to be from 30-260 ohm.

I use the fuel calculations from my JPI 830 and they are within 1 gallon error for 50 gallons used.
