Fuel caps letting in water...?

After a good rain there is water in 3 of 4 of my tanks. I am assuming the fuel caps are not making a good seal or something? My plane is hangared and I am in SoCal but a recent trip to Seattle showed the problem clearly. After being parked in the rain awhile, there was a good amount of water in there. It also got me thinking, if I am flying in the rain, isn’t water getting in the tanks while I am flying?

What can I do about the fuel caps?
