Front Landing Gear Oscillating (Jerking) While in Transition

Hello everyone,

Have a Piper Seneca III, a rapid oscillation (jerking) happens with the front landing gear while retracting and/or extending. Almost acts like there is air in the lines. It has a new hydraulic power pack installed and problem still persists. Has anyone had a similar experience?
