Electric Fuel pump DECREASES RPMs at idle - normal?

PA-32 with -AH1A engine variant.

At 1000 rpm (idle), if I turn on the electric fuel pump, rpms drop to 800. This is new. Another fact - with engine off, if I activate the electric fuel pump with mixtuer wide open, I get just under 4gph on the fuel flow gauge.

I am thinking this is a problem - am I correct? Is it likely a bad pump, a blockage somewhere, or some other problem?

Thanks in advance for your thoughts and experience.

Some other history that may help:
My engine used to run rough at 1000 rpm or less without the electric fuel pump turned on. Turning it on corrected the roughness. At my annual, about 30 hours ago, the shop sent out the mechanical fuel pump and servo for service. The problem disappeared after that.
