Dumping fuel out of left inboard tank cap?

It's a 1969 PIPER PA-23-250 with tip tanks that feed into the outboard tank. It only happens in flight while feeding off the outboard tank. Switch to inboard and it will stop after a bit. Switch back to outboard and it will start again. Swapped caps. discrepancy stayed with the left tank. Replaced fuel cap with new. Still there. Resealed fuel selector valve. Still same. Think I am going nuts here. Needless to say, after spending a lot for the special o'rings and grease, plus the labor involved, customer is not really thrilled with me. Help, Dave.
