DAR-- Ferry Permit ?

Maybe I've lived under a rock but I just talked to someone that wanted a Ferry Permit and the FSDO

referred him to a DAR.

6 months out of Annual.

This is in addition to having A & P sign that Aircraft is in condition for the flight.

Anybody else familiar with what I believe to be a recent policy change?
