Cherokee Rear Bulkhead Panel

PA28-140 rear bulkhead panel is deteriorating from the inside out. The original cardboard material is flaking away and pulling away from the side mounting screws. This is especially apparent when pilots stuff items behind the rear seat backs! The original panel (IPC Fig 26-1 Panel Assy, Rear, White - 62282-06) is no longer available and the newer "Hat Shelf" rear bulkhead - 66670-00 is prohibitively expensive. Does anyone have a suggestion on approved materials to remake this original flat bulkhead panel? I'm mainly interested in the core material as I think I can salvage the covering. I also find it odd that there isn't any sort of brace or support for this flat panel.
