Cherokee pulling quite hard to the right

Hi,

I've got an issue that my shop seems to have trouble fixing. After a flight (taxi and take-off was fine), upon landing, and since then, the plane has been pulling quite hard to the right. This happens regardless of speed or engine power setting.

Here's what's been done:
- Made sure tires were at proper pressure, nuts are properly torqued, bearings (which were suspected) were replaced.
- Aircraft was jacked, and when pedals are neutral, nose wheel is straight and rudder as well.
- Rudder trim assembly seems correct (according to mechanic who removed it, inspected it and reinstalled it).
- Aircraft does not seem to have stuck brakes (mechanic can't tell difference in rotation resistance while jacked).
- Aircraft flies straight.

When taxiing, it takes quite a huge amount of left rudder to keep it going straight. Assuming my mechanic is right about brakes not being partially stuck (still doubtful, because something has to be wrong, surely), any other ideas?

Has anyone seen this before?
