There are so many accidents/incidents that seem that should have never happened because of the lack of attention to carb icing conditions aloft.

Is the altitude for the planned flight along with temp/dew point a consideration when performing a pre-flight check? And why do so many engine out scenarios show up STILL, like every month, considering this is 2018!?

It's just a noob question. What is the disadvantage to using carb heat besides a few amps extra from the alternator? (I'm guessing most carb heaters are electric, dunno).
