Cabin heat lever

I have a 1976 Arrow. The cabin heat lever has detached from its cable. Is there an easy way to get at it to reconnect the cable? Last time I did the reconnection it was from below the instrument panel. It was a tasked made difficult by all the circuit breakers in the way. I would appreciate any suggestions. Thanks
