Another Arrow Gear Issue

Looking for everyone's help/input with this. Mechanic says everything works perfectly on the ground up on jacks. The pump was replaced a couple of years ago when the old one failed. THe attached video link show s the gear retracting in "steps". THe ammeter matches the video with several large scale deflections indicating the pump is going on and off. This same behavior occurs with the overide engaged or not. THis problem does not always happen. SOmetimes the gear retracts normally. Gear extension is always fine. Is this an issue with the pressure switch? Hoof valve? Something else? Thanks in advance.
