Drone aviation is following the same basic paradigm as early aviation in WW I. Initially aircraft were just used for observation and they weren't a direct threat to things on the ground. Then it was found that things like small bombs could be dropped on opposing troops, making them an aerial threat. So opposing forces had to develop means of neutralizing the threat...initially small arms and collisions were used between observation planes. Ultimately the need developed for armed, agile "fighters" and aerial combat ensued.

I'll bet we'll see drone-on-drone combat pretty soon. That will require advanced AI and reliable detection techniques.
