There does seem to be an exemption for US-registered aircraft flying in Canadian airspace, who will be allowed to substitute ADS-B instead (the substitution isn't allowed for Canadian-registered aircraft).
I upgraded to 406 MHz 9 years ago, so this doesn't affect me personally, but I suspect a lot of owner-pilots will be frustrated.
