1969 Arrow Gear Question need help

The old owner installed a homemade workaround to stop the auto gear drop function and I’m wondering if this is a common fix.
He drilled a hole in the plastic housing and inserted a cotter pin with a pull ring under the little lever to keep it in the up position. I guess the plan is to pull the pin and the gear drops on its own.
We tried it on jacks and it does the
Job. Is it safe? Is it legal? Was this a common fix in the older models?
