1965 Cherokee 180 cabin heat shroud

Doing tons of work to a recently purchased Cherokee for my first mega-annual with it. I've found searching this forum invaluable, many thanks!

But finally, I have to post a question and maybe request. I've already replaced the old exhaust pipes and mufflers with new ones, but after cleaning the oil-cooked-into-tar off the cabin heat shroud, it's become apparent that the shroud is in pretty poor shape. The rivets that hold the end caps on have become loose and the skin holes for the rivets have wallowed out.

So the question / request: Is it possible to add rivets in between the original ones bringing back integrity to the end caps? I'd go with drilling out to the next size rivet in the pre-existing holes, but the holes have wallowed past that possibility, more like long ovals than holes. If repair is unlikely, does anybody have a spare of this cabin heat shroud they would sell that's in better shape than mine? I've seen some new ones available, at shocking prices.

My A&P may also have a suggestion, I just like to have researched my options before reporting new issues to him to discuss best plans of action.
