Doylestown (KDYL) is a nice airport just north of Philly and they have a Hertz rental car on site, or a short cab ride to the regional train station into the city.

Your best option would be Northeast Philadelphia airport - good location, long runways and plenty of IFR approaches.

A bit over 10 years ago (2005, IIRC), I just flew into KPHL itself. It was very GA-friendly at the time—ATC was helpful, and I noted that it cost less to park my plane at the FBO than it would have to park my car at the hotel. (Both were $20/night, but I got the first night free at the airport).

Things may have changed since then, but it's still worth checking.
