I heard KPHL isn’t that GA friendly anymore with the ramp fee and charges could go upto $75. No first hand experience but just What I read on other forums. If you come for few hours then the courtesy car would offset the costs. Else KPNE is good option and is class D and plenty of ifr approaches. Distance and Uber cost would be the same to downtown from either airports. KPNE is friendly as well, I do practice approaches there many times and they are all very friendly. A friend has his L-39 based there and have good experience as well.

Never been (yet), but Airnav has good reports about Atlantic at KPHL, and fees not very high, waived with fuel -- if looking for an operational alternative to NE.

Uber service is good around all local airports here. So that shouldn’t be a problem.
